Authorizations and Credentials
The AXA CERT laboratory is authorized by the State Construction Inspectorate (Authorization no. 4636/2026, valid until 23/02/2030) to carry out tests and laboratory checks, and authorized by the Permanent Technical Council for Construction — CTPC (Certificate of authorization no. 021, valid until 03/03/2026) for the development of Technical Approvals in Constructions.
ISC authorization — Laboratory of analyzes and tests in the construction activity
No. 4636, dated 02/23/2026 — issued by the State Construction Inspectorate for "Laboratory of analyzes and tests in construction activity", located in Moara Vlăsiei Commune, Agromec Street, No. 3, Hall C4/5, Zone B, Ilfov county, belonging to AXA CERT SRL. Reference standard: SR EN ISO/IEC 17025. Validity period: 23/02/2030.
The main categories of authorized tests (Appendix 1):
● AR — Strength reinforcement (concrete steel, wires, welded mesh): tensile, bending
● BBABP — Concrete, reinforced concrete, prestressed concrete: compression, bending, tension splitting
● EIC — Embedded Equipment in Construction: Anchoring with Synthetic Resins and Mechanical Systems — Tensile, Shear, Pullout
● F — Finishes: adhesives for ceramic tiles, screed materials, paints and varnishes (density, film thickness, resistance to liquids, surface degradation, bending, checkering, UV exposure)
● Geosynthetics: static perforation (CBR), wide band traction, joint strength
● HITIF — Waterproofing, thermal insulation, sound insulation: thermal resistance, water absorption, adhesion, compression/flexural behavior, ETICS (penetration, pull-out, perpendicular traction, dimensional stability, impact)
● IEX C — Tests for construction expertise: curtain facades, windows and doors (water tightness, air permeability, wind resistance, soft body impact, repeated opening/closing), glass for construction (durability, radiation, temperature, humidity, mechanical resistance, fragmentation, surface tension), insulating glazing elements
● IVC — Ventilation and air conditioning installations: the speed of the air circulated through the duct
● MBM — Materials for concretes and mortars: setting time, stability, mechanical strengths
● MP — Protective materials against corrosive agents: salt spray, moisture, flow, pendulum damping, bending
● MTZ — Mortar for plastering and masonry: adhesion, capillary absorption, density, compressive strength
● PCI — Fire protection: reaction to fire (SBI), fire behavior of floors, gross heat of combustion, incombustibility, flammability
● PF — Finished products: windows and doors — water tightness, air permeability, wind load resistance
● PPC — Polymer Construction Products: Charpy Shock, Bending, Artificial Aging Resistance (PVC)
● SP — Polyethylene welds: strength of fillet welds (PVC)

CTPC qualification certificate — Technical Approvals in Construction
Certificate no. 021 — The Permanent Technical Council for Construction (CTPC), within the Ministry of Development, Public Works and Administration, authorizes SC AXA CERT SRL to draw up Technical Approvals in Construction, in accordance with Law no. 10/1995 regarding quality in construction. Date of initial authorization: 03.03.2021. Authorization expiration date: 03.03.2026.
Specialized groups for which AXA CERT is qualified:
● Specialized group no. 1: Structural elements and foundations
● Specialized group no. 2: Closures, partitions, non-structural walls, joinery and glazing
● Specialized group no. 3: Fire protections, thermotechnics, acoustics, water-repellent protections and coverings
● Specialized group no. 4: Finishes, anti-corrosion and special protections, plasters, veneers, floors
● Specialized group no. 5: Products for construction-related installations — heating, air conditioning, ventilation, sanitary, gas, electrical
● Specialized group no. 7: Roads, road bridges, ports and airports
Through the activity of drafting Technical Approvals in Construction, AXA CERT evaluates products, systems and constructive solutions that are not fully covered by harmonized technical specifications, in the fields for which it is qualified by the CTPC. The necessary laboratory tests and checks are carried out by our own laboratory, authorized by the ISC, in accordance with the authorized profiles and fields.
